Warning — One lesson per save: Each town tutor teaches one move to one eligible Pokémon and then stops offering it on that save. The lesson is free, so the permanent choice is the real cost — pick the recipient before you talk to the tutor.

After entering the Hall of Fame, visit the move tutor house southwest of the Battle Dome, on the western edge of the Battle Frontier. Two women facing each other in the blue-tiled room sell moves for Battle Points. Their lessons are repeatable for as long as you have enough BP.
