The Sevii Islands open twice. Beat Blaine on Cinnabar Island and Bill meets you outside the gym with the Tri-Pass, which reaches One, Two and Three Island. The other four stay shut until the credits have rolled: you need the National Pokédex and the Ruby from Mt. Ember before Celio hands over the Rainbow Pass for Four to Seven Island.

How to unlock each Sevii Island: Tri-Pass and Rainbow Pass
There is no ferry ticket to buy and nothing to grind: every island is opened by a story beat, and they arrive in a fixed order.

Note — Missed Bill outside the gym?: Saying no costs you nothing. Bill waits in the Cinnabar Island Pokémon Center, and the offer stands for the rest of the game.
The first trip: One, Two and Three Island
The pre-League trip is short, and it is worth taking the moment it opens rather than after the League — it costs about an hour and it puts a move tutor and a Fire Stone within reach of your final gym run.
- One Island: meet Celio Bill drops you at One Island, where Celio is trying to get his network machine working in the Pokémon Center. He is the thread the whole archipelago hangs on — every later errand comes from him.
- Two Island: Lostelle’s father asks for help At the Joyful Game Corner on Two Island, a man tells you his daughter Lostelle has not come back from the forest on Three Island.
- Three Island: get past the bikers, then find her A biker gang blocks the way north through Three Island. Beyond them, Bond Bridge leads to the Berry Forest, where Lostelle is cornered by a wild Hypno. Bring Cut — the forest is full of trees that need it.
- Detour: Cape Brink, while you are here The house at Cape Brink on Two Island holds the tutor who teaches a fully evolved Kanto starter its ultimate move — Frenzy Plant, Blast Burn or Hydro Cannon. Nothing else in either game teaches them.
Tip — Treasure Beach pays for the boat ride: Treasure Beach on One Island is a hidden-item field: eight buried pickups including Star Pieces, Big Pearls and Ultra Balls, and they come back over time. It is the cheapest money on the islands.
The second trip: the Four to Seven Island walkthrough
The postgame half runs as one chain, and the order is not a suggestion — each island holds the key to the next. Four Island frees Lorelei and hands you Waterfall; Waterfall is what reaches Six Island’s Ruin Valley; Ruin Valley holds the Sapphire; the Sapphire ends up on Five Island; and Seven Island is the one place you can visit whenever you like.

This is the part players usually discover too late. The items that evolve the Johto-era Pokémon do not exist anywhere in Kanto — all five are on the Sevii Islands, and four of them are postgame. Each of the held items needs a trade to finish the job.

The legendary Pokémon out here
Only one of the three is reachable by playing the game. Moltres sits at level 50 on the summit of Mt. Ember, above One Island, behind a few Strength boulders. Lugia and Ho-Oh wait on Navel Rock and Deoxys on Birth Island, but both islands need an event ticket that was only ever handed out at distribution events — a save file that never received one cannot sail there.
