Is there a free Orange Mail in Emerald?

Yes: one Orange Mail is an item ball in Trick House Puzzle 1 on Route 110. That maze requires Cut; follow the Trick House walkthrough for its entrance and puzzle. Buying a letter avoids the detour.

Orange Mail or Harbor Mail for the Coin Case?

The woman in Mauville City wants Harbor Mail for the Coin Case, not Orange Mail. Buy Harbor Mail at the Slateport City Poké Mart and keep it in your Bag for that exchange.
